This paper is a critical assessment of the epistemological impact of the systematic quantification of nature with the accumulation of big datasets on the practice and orientation of ecological science. We examine the contents of big databases and argue that it is not just accumulated information; records are translated into digital data in a process that changes their meanings. In order to better understand what is at stake in the ‘datafication’ process, we explore the context for the emergence and quantification (...) of biodiversity in the 1980s, along with the concept of the global environment. In tracing the origin and development of the global biodiversity information facility we describe big data biodiversity projects as a techno-political construction dedicated to monitoring a new object: the global diversity. We argue that, biodiversity big data became a powerful driver behind the invention of the concept of the global environment, and a way to embed ecological science in the political agenda. (shrink)

Parts I through III of this paper will examine several, increasingly comprehensive forms of aggregation, ranging from insurance reimbursement “lock-in” programs to PDMPs to completely unified electronic medical records. Each part will advocate for the adoption of these aggregation systems and provide suggestions for effective implementation in the fight against opioid misuse. All PDMPs are not made equal, however, and Part II will, therefore, focus on several elements — mandating prescriber usage, streamlining the user interface, ensuring timely data uploads, creating (...) a national data repository, mitigating privacy concerns, and training doctors on how to respond to perceived doctor-shopping — that can make these systems more effective. In each part, we will also discuss the privacy concerns of aggregating data, ranging from minimal to significant, and highlight the unique role of stigma in motivating these concerns. In Part IV, we will conclude by suggesting remedial steps to offset this loss of privacy and to combat the stigma around SUDs and mental health disorders in general. (shrink)

The focus of this paper are the ethical, legal and social challenges for ensuring the responsible use of “big brain data”—the recording, collection and analysis of individuals’ brain data on a large scale with clinical and consumer-directed neurotechnological devices. First, I highlight the benefits of big data and machine learning analytics in neuroscience for basic and translational research. Then, I describe some of the technological, social and psychological barriers for securing brain data from unwarranted access. In this context, I then (...) examine ways in which safeguards at the hardware and software level, as well as increasing “data literacy” in society, may enhance the security of neurotechnological devices and protect the privacy of personal brain data. Regarding ethical and legal ramifications of big brain data, I first discuss effects on the autonomy, the sense of agency and authenticity, as well as the self that may result from the interaction between users and intelligent, particularly closed-loop, neurotechnological devices. I then discuss the impact of the “datafication” in basic and clinical neuroscience research on the just distribution of resources and access to these transformative technologies. In the legal realm, I examine possible legal consequences that arises from the increasing abilities to decode brain states and their corresponding subjective phenomenological experiences on the hitherto inaccessible privacy of these information. Finally, I discuss the implications of big brain data for national and international regulatory policies and models of good data governance. (shrink)

Consumer-based datasets are the products of data brokerage firms that agglomerate millions of personal records on the adult US population. This big data commodity is purchased by both companies and individual clients for purposes such as marketing, risk prevention, and identity searches. The sheer magnitude and population coverage of available consumer-based datasets and the opacity of the business practices that create these datasets pose emergent ethical challenges within the computational social sciences that have begun to incorporate consumer-based datasets into empirical (...) research. To directly engage with the core ethical debates around the use of consumer-based datasets within social science research, I first consider two case study applications of consumer-based dataset-based scholarship. I then focus on three primary ethical dilemmas within consumer-based datasets regarding human subject research, participant privacy, and informed consent in conversation with the principles of the seminal Belmont Report. The accelerating adoption of electronic health record systems will have profound impacts on clinical care. It will also have far-reaching implications for public health research and surveillance, which in turn could lead to changes in public policy, statutes, and regulations. The public health benefits of EHR use can be significant. However, researchers and analysts who rely on EHR data must proceed with caution and understand the potential limitations of EHRs.Much has been written about the risk of EHR privacy breaches. This (...) paper focuses on a different set of concerns, those relating to data quality. Unlike clinical trial data, EHR data is not recorded primarily to meet the needs of researchers. Because of clinicians’ workloads, poor user-interface design, and other factors, EHR data is surprisingly likely to be erroneous, miscoded, fragmented, and incomplete. Although EHRs eliminate the problem of cryptic handwriting, other kinds of errors are more common with EHRs than with paper records. (shrink)

Purpose – Investments in the technologies of borders and their securitisation continue to be a focal point for many governments across the globe. This paper is concerned with a particular example of such technologies, namely, “Big Data” analytics. In the past two years, the technology of Big Data has gained a remarkable popularity within a variety of sectors, ranging from business and government to scientific and research fields. While Big Data techniques are often extolled as the next frontier for innovation (...) and productivity, they are also raising many ethical and political issues. The aim of this paper is to consider some of these issues and provide a critical reflection on the implications of using Big Data for the governance of borders. Design/methodology/approach – The author draws on the example of the new Big Data solution recently developed by IBM for the Australian Customs and Border Protection Service. The system, which relies on data collected from Passenger Name Records, aims to facilitate and automate mechanisms of profiling enable the identification of “high-risk” travellers. It is argued that the use of such Big Data techniques risks augmenting the function and intensity of borders. Findings – The main concerns addressed here revolve around three key elements, namely, the problem of categorisation, the projective and predictive nature of Big Data techniques and their approach to the future and the implications of Big Data on understandings and practices of identity. Originality/value – By exploring these issues, the paper aims to contribute to the debates on the impact of information and communications technology-based surveillance in border management. This article introduces an important concept: Transparency by way of Humanistic Intelligence as a human right, and in particular, Big/little Data and Sur/sous Veillance, where “Little Data” is to sousveillance as “Big Data” is to surveillance. Veillance is a core concept not just in human–human interaction but also in terms of Human–Computer Interaction. In this sense, veillance is the core of Human-in-the-loop Intelligence, leading us to the concept of “Sousveillant Systems” which are forms of Human–Computer Interaction in which internal computational (...) states are made visible to end users, allowing users to “jump” into the computational feedback loop whenever or wherever they want. An important special case of Sousveillant Systems is that of scientific exploration: not only is data considered, but also due consideration must be given to how data is captured, understood, explored, and discovered, and in particular, to the use of scientific instruments to collect data and to make important new discoveries, and learn about the world. Science is a domain where bottom-up transparency is of the utmost importance, and scientists have the right and responsibility to be able to understand the instruments that they use to make their discoveries. Multiobjective evolutionary algorithms have witnessed prosperity in solving many-objective optimization problems over the past three decades. Unfortunately, no one single MOEA equipped with given parameter settings, mating-variation operator, and environmental selection mechanism is suitable for obtaining a set of solutions with excellent convergence and diversity for various types of MaOPs. The reality is that different MOEAs show great differences in handling certain types of MaOPs. Aiming at these characteristics, this paper proposes a flexible ensemble framework, namely, ASES, which is highly (...) scalable for embedding any number of MOEAs to promote their advantages. To alleviate the undesirable phenomenon that some promising solutions are discarded during the evolution process, a big archive that number of contained solutions be far larger than population size is integrated into this ensemble framework to record large-scale nondominated solutions, and also an efficient maintenance strategy is developed to update the archive. Furthermore, the knowledge coming from updating archive is exploited to guide the evolutionary process for different MOEAs, allocating limited computational resources for efficient algorithms. A large number of numerical experimental studies demonstrated superior performance of the proposed ASES. Among 52 test instances, the ASES performs better than all the six baseline algorithms on at least half of the test instances with respect to both metrics hypervolume and inverted generational distance. Big social data have enabled new opportunities for evaluating the applicability of social science theories that were formulated decades ago and were often based on small- to medium-sized samples. Big Data coupled with powerful computing has the potential to replace the statistical practice of sampling and estimating effects by measuring phenomena based on full populations. Preparing these data for analysis and conducting analytics involves a plethora of decisions, some of which are already embedded in previously collected data and built tools. (...) These decisions refer to the recording, indexing and representation of data and the settings for analysis methods. While these choices can have tremendous impact on research outcomes, they are not often obvious, not considered or not being made explicit. Consequently, our awareness and understanding of the impact of these decisions on analysis results and derived implications are highly underdeveloped. This might be attributable to occasional high levels of over-confidence in computational solutions as well as the possible yet questionable assumption that Big Data can wash out minor data quality issues, among other reasons. This article provides examples for how to address this issue. It argues that checking, ensuring and validating the quality of big social data and related auxiliary material is a key ingredient for empowering users to gain reliable insights from their work. Scrutinizing data for accuracy issues, systematically fixing them and diligently documenting these processes can have another positive side effect: Closely interacting with the data, thereby forcing ourselves to understand their idiosyncrasies and patterns, can help us to move from being able to precisely model and formally describe effects in society to also understand and explain them. The technological possibilities for new data sources in media psychology, such as online live recordings, called Live Streaming, are growing continuously. These sources do not only offer plentiful quantitative material but also a fairly new access to ecologically valid and unobtrusive observation of problem-solving and decision-making processes. However, to exploit these potentials, epistemological and methodological reflection should guide research. The availability of Big Data and naturally occurring data sets allows to revise the historical controversies on the eligibility of self-description. (...) Drawing on such reflections, media psychology can contribute to renovate well established research methods, such as think aloud protocols, in order to enhance their empirical claims. Apart from other confident attempts to improve these methods, phenomenology and ethnomethodology offer a fruitful account to develop innovative data sources for self-description. Yet, this approach does not support a recurrence of self-description’s previous application but proposes an epistemological shift towards more subtle observations. In order to convey the potentials of media psychology, the risk of repeating classical mistakes, such as introspectionism, have to be regarded. Beyond these fallacies, however, modern digital technology holds encouraging potentials which have already partly been sighted by video gaming research. Due to the similarity of digital environments to laboratory setups, there remains to be a continuity from offline to online research, from traditional data to Big Data. Nevertheless, a true advance into new possibilities requires understanding the qualitative meaning of such data. (shrink)

I'm Professor of Physics at the University of Washington in Seattle . I do basic research in ultra-relativistic heavy ion physics with the STAR experiment, using the RHIC facility at Brookhaven National Laboratory, colliding gold nuclei to produce systems that look something like the first microsecond of the Big Bang. I do not work much in cosmology and astrophysics, although I've published a paper or two in those areas, but I do write a bi-monthly science column for Analog Science Fiction/Fact (...) Magazine . One of my columns was entitled BOOMERanG and the Sound of the Big Bang " and was published in the January-2001 issue of Analog. It described the then-recent Antarctic balloon flight that mapped the small-angle temperature variations of the cosmic background radiation. Following the lead of the scientists involved in the project, I described the temperature variations they observed as, in effect, a recording of the "sound of the Big Bang" when the universe was 376 thousand years old. Place is a key concept in environmental studies and criticism. However, it is often overlooked as a dimension of situatedness in social studies of information. Rather, situatedness has been defined primarily as embodiment or social context. This paper explores place attachments in Big Data by adapting close and distant approaches for reading texts to examine the accessions data of the Arnold Arboretum, a living collection of trees, vines and shrubs established by Harvard University in 1872. Although it is an early (...) and unconventional example of the phenomenon, there are several reasons that the Arboretum is a useful site for investigating the relationship between Big Data and place. First, the category of place is embedded in a range of data fields used in the Arboretum’s records. Second, the Arboretum has long sought to be a place in which scientists and citizens alike can encounter large collections of data firsthand. Third, the place has shaped fluctuations in the daily production of data over the course of the Arboretum’s 144 year history. Furthermore, Arboretum data can help us see place in ways not necessarily tied to geolocation. Each of these place attachments suggests a different way in which data can be environmental: by being about, in, from, or generative of place. Taken together, these attachments offer a model for examining other data in relation to their environments. Moreover, the paper contends that rather than being detached from place, as prevailing discourses suggest, Big Data bring together more and further reaching place attachments than data sets of smaller sizes. Brain monitoring combined with automatic analysis of EEGs provides a clinical decision support tool that can reduce time to diagnosis and assist clinicians in real-time monitoring applications (e.g., neurological intensive care units). Clinicians have indicated that a sensitivity of 95% with specificity below 5% was the minimum requirement for clinical acceptance. In this study, a high-performance automated EEG analysis system based on principles of machine learning and big data is proposed. This hybrid architecture integrates hidden Markov models (HMMs) for sequential (...) decoding of EEG events with deep learning-based postprocessing that incorporates temporal and spatial context. These algorithms are trained and evaluated using the Temple University Hospital EEG, which is the largest publicly available corpus of clinical EEG recordings in the world. This system automatically processes EEG records and classifies three patterns of clinical interest in brain activity that might be useful in diagnosing brain disorders: (1) spike and/or sharp waves, (2) generalized periodic epileptiform discharges, (3) periodic lateralized epileptiform discharges. It also classifies three patterns used to model the background EEG activity: (1) eye movement, (2) artifacts and (3) background. Our approach delivers a sensitivity above 90% while maintaining a specificity below 5%. We also demonstrate that this system delivers a low false alarm rate, which is critical for any spike detection application. (shrink)

In this paper I examine Albert’s (2000) claim that the low entropy state of the early universe is sufficient to explain irreversible thermodynamic phenomena. In particular, I argue that conditionalising on the initial state of the universe does not have the explanatory power it is presumed to have. I present several arguments to the effect that Albert’s ‘past hypothesis’ alone cannot justify the belief in past non-equilibrium conditions or ground the veracity of records of the past.

The last decade has seen a rise in big data approaches, including in the humanities, whereby large quantities of data are collected and analysed. In this paper, we discuss long-form audio recordings that result from individuals wearing a recording device for many hours. Linguists, psychologists and anthropologists can use them, for example, to study infants’ or adults’ linguistic behaviour. In the past, recorded individuals and communities have resided in high-income countries (HICs) almost exclusively. Recognising the need for better representation (...) of all cultures and linguistic experiences, researchers have more recently started to collect long-form audio recordings in low- and middle-income countries (LMICs). We aim to help researchers to collect, analyse and use these recordings ethically. To do so, we identify four main ethical challenges linked to research that relies on long-form recordings in LMICs. We provide recommendations to overcome these challenges. These considerations should be useful to researchers employing other big data techniques collected via wearables. (shrink)

This article explores two contemporary phenomena that have emerged from online gaming practices: conviviality and free access. This article examines life assurance and the politics of ‘big data’ in mid-19th-century Britain. The datasets generated by life assurance companies were vast archives of information about human longevity. Actuaries distilled these archives into mortality tables – immensely valuable tools for predicting mortality and so pricing risk. The status of the mortality table was ambiguous, being both a public and a private object: often computed from company records they could also be extrapolated from public projects such as the census, or (...) clerical records. Life assurance more generally straddled the line between private enterprise and collective endeavour, though its advocates stressed the public interest in its success. Reforming actuaries such as Thomas Rowe Edmonds wanted the data on which mortality tables were based to be made publicly available, but faced resistance. Such resistance undermined insurers’ claims to be scientific in spirit and hindered Edmonds’s personal quest for a law of mortality. Edmonds pushed instead for an open actuarial science alongside fellow travellers at the Statistical Society of London, which was populated by statisticians such as William Farr as well as by radical mathematicians such as Charles Babbage. The article explores Babbage’s little-known foray into the world of insurance, both as a budding actuary but also as a fierce critic of the industry. These debates over the construction, ownership, and accessibility of insurance datasets show that concern about the politics of big data did not begin in the 21st century. (shrink)

Le présent article prend pour point de départ de sa réflexion sur les enjeux épistémologiques et méthodologiques des petits corpus un constat simple, à savoir que ceux-ci ont survécu à l’heure où l’essor de la linguistique de corpus et le développement du big data ont multiplié les ressources. Cette survie est, selon nous, la preuve d’une nécessité à la fois matérielle et logistique et d’une pertinence scientifique des petits corpus que nous explorons sous l’angle particulier de la langue orale et (...) du domaine spécifique de la phonologie. Nous montrons en quoi cette discipline entretient un rapport unique à l’objet langue et donc privilégié aux corpus et repensons la validité des corpus non pas en termes de taille, mais en termes de finalité. Nous défendons alors la méthodologie et les ambitions du programme PAC dont la base de données sur l’anglais oral contemporain repose exclusivement sur de petits corpus spécialisés constitués dans les différentes aires géographiques anglophones. Nous démontrons non seulement la pertinence individuelle de ces petits corpus pour l’étude quantitative et qualitative de phénomènes précis, comme le nivellement de la variété mancunienne dans le nord de l’Angleterre ; mais également l’apport concret de la comparabilité et de la jonction possible des analyses faites à partir de ces petits corpus pour la modélisation théorique des phénomènes de rhoticité et de r de sandhi dans les variétés d’anglais parlées à travers le monde. Ainsi, nous illustrons la manière dont les résultats obtenus grâce à l’étude en profondeur des petits corpus PAC permettent de penser la dynamique des systèmes de l’anglais ainsi que le poids sociolinguistique des identités, notamment nord-sud, dans la description et la compréhension de leurs caractéristiques phonético-phonologiques. Aussi, en défendant les petits corpus, nous défendons en creux la phonologie de corpus, et nous remettons en cause la supériorité automatique des grands corpus pour ce qui est de l’analyse en profondeur de la langue orale et de l’évolution des variétés d’anglais parlées à travers le monde. The rise of Big Data in the social realm poses significant questions at the intersection of science, technology, and society, including in terms of how new large-scale social databases are currently changing the methods, epistemologies, and politics of social science. In this commentary, we address such epochal questions by way of a experiment: at the Danish Technical University in Copenhagen, an interdisciplinary group of computer scientists, physicists, economists, sociologists, and anthropologists is setting up a large-scale data infrastructure, meant to continually (...) record the digital traces of social relations among an entire freshman class of students. At the same time, fieldwork is carried out on friendship relations amongst the same group of students. On this basis, the question we pose is the following: what kind of knowledge is obtained on this social micro-cosmos via the Big and Small Data, respectively? How do the two relate? Invoking Bohr’s principle of complementarity as analogy, we hypothesize that social relations, as objects of knowledge, depend crucially on the type of measurement device deployed. At the same time, however, we also expect new interferences and polyphonies to arise at the intersection of Big and Small Data, provided that these are, so to speak, mixed with care. These questions, we stress, are important not only for the future of social science methods but also for the type of societal knowledge that may be expected from new large-scale social databases. The medical profession is steeped in traditions that guide its practice. These traditions were developed to preserve the well-being of patients. Transformations in science, technology, and society, while maintaining a self-governance structure that drives the goal of care provision, have remained hallmarks of the profession. The purpose of this paper is to examine ethical challenges in health care as it relates to Big Data, Accountable Care Organizations, and Health Care Predictive Analytics using the principles of biomedical ethics laid out by (...) Beauchamp and Childress. Among these are the use of Electronic Health Records within stipulations of the Health Insurance Portability and Accountability Act. Clinicians are well-positioned to impact health policy development to address ethical issues associated with the use of Big Data, Accountable Care, and Health Care Predictive Analytics as we work to transform the doctor–patient relationship towards improving population health outcomes and creating a healthier society. In 1989 mass democratic – and later nationalist – movements rose up against governments in Eastern Europe and all communist regimes fell like overripe pears. The very speed and ease of this collapse gave rise to speculations and conspiracy theories in the general public, as well as among those who had taken part in the movements themselves. Why did this all happen at once – so suddenly, why did it all go so smoothly, and who organized it all…?! The “staging” (...) of the democratic revolutions (Central Europe) and their subsequent national ethnic conflicts (Yugoslavia, post-Soviet Caucasus), was blamed on diverse causes: the dark political forces of USA, Russia, EU, Germany, international capital, power-hungry politicians, the secret police, and so forth… In this article I wish to record my own experience, as a student activist during the Czechoslovak Velvet Revolution, and as a social anthropologist and war journalist working for several years during the ethnic wars in Yugoslavia and in the Post-Soviet Caucasus. I address the main reasons that prevented understanding the post-communist mass movements and open a space to popular myths and conspiracy theories: 1. tendencies to political theatre, 2. spontaneity and self-organization of mass movements, 3. “mass intoxication” and the internal transformation of the ecstatic actor – activist. Exploring question marks and speculations about these key moments of these mass movements contributes to their understanding. (shrink)

Surveillance is essential for communicable disease prevention and control. Traditional notification of demographic and clinical information, about individuals with selected infectious diseases, allows appropriate public health action and is protected by public health and privacy legislation, but is slow and insensitive. Big data–based electronic surveillance, by commercial bodies and government agencies, which draws on a plethora of internet- and mobile device–based sources, has been widely accepted, if not universally welcomed. Similar anonymous digital sources also contain syndromic information, which can be (...) analysed, using customised algorithms, to rapidly predict infectious disease outbreaks, but the data are nonspecific and predictions sometimes misleading. However, public health authorities could use these online sources, in combination with de-identified personal health data, to provide more accurate and earlier warning of infectious disease events—including exotic or emerging infections—even before the cause is confirmed, and allow more timely public health intervention. Achieving optimal benefits would require access to selected data from personal electronic health and laboratory records and the potential to re-identify individuals found to be involved in outbreaks, to ensure appropriate care and infection control. Despite existing widespread digital surveillance and major potential community benefits of extending its use to communicable disease control, there is considerable public disquiet about allowing public health authorities access to personal health data. Informed public discussion, greater transparency and an ethical framework will be essential to build public trust in the use of new technology for communicable disease control. (shrink)

We are not concerned to give an exegesis of the many amendments and additions made to this plan since its publication, but to appraise in the light of new evidence the validity of the road network which he proposed. BackgroundHealth data holds great potential for improved treatments. Big data research and machine learning models have been shown to hold great promise for improved diagnostics and treatment planning. The potential is tied, however, to the availability of personal health data. In recent years, it has been argued that data from health records should be available for health research, and that individuals have a duty to make the data available for such research. A central point of debate is whether such secondary (...) use of health data requires informed consent.Main bodyIn response to recent writings this paper argues that a requirement of informed consent for health record research must be upheld. It does so by exploring different contrasting notions of the duty of easy rescue and arguing that none of them entail aperfectduty to participate in health record research. In part because the costs of participation cannot be limited to 1) the threat of privacy breaches, but includes 2) the risk of reduced trust and 3) suboptimal treatment, 4) stigmatization and 5) medicalisation, 6) further stratification of solidarity and 7) increased inequality in access to treatment and medicine. And finally, it defends the requirement of informed consent by arguing that the mere possibility of consent bias provides a rather weak reason for making research participation mandatory, and that there are strong, independent reasons for making.ConclusionArguments from the duty of easy rescue in combination with claims about little risk of harm and potential consent bias fail to establish not only aperfectduty to participate in health record research, but also that participation in such research should be mandatory. On the contrary, an analysis of these arguments indicates that the duty to participate in research is most adequately construed as animperfectduty, and reveals a number of strong reasons for insisting that participation in health records research is based on informed consent. Résumé L’analyse quantitative de l’histoire culturelle a été ouverte par la mise à disposition de corpus de masse tel que celui de Google fbooks (500 milliards de mots, 5 millions d’ouvrages, soit environ 4% de la littérature mondiale) et a été popularisé sous le nom de « culturonomics ». Elle s’ouvre désormais aux chercheurs, en promettant un accès profond aux faits culturels et à leurs évolutions qui affleurent à travers leurs traces textuelles dans les corpus textuelles numérisées. Encore faut-il pouvoir (...) interroger ces corpus dont la taille et la nature posent des problèmes scientifiques nouveaux, leur dimension les rendant illisibles directement et mettant échec les méthodes de fouille et les outils traditionnels d’analyse statistique des données en imposant des méthodes statistiques nouvelles et le saut vers des formes d’intelligence visuelles originales. Dans le cadre d’un projet mené entre le Labex « Obvil » de Paris-Sorbonne et le Literary Lab de Stanford sur l’histoire de l’idée de littéraire (la définition de la littérature comme mot, comme concept et comme champ), et visant à produire une histoire empirique de la littérature, nous avons mené depuis deux ans des expériences de fouille d’un corpus de critique littéraire de 1618 titres, 140 millions de mots (dont plus de 50 000 occurrences du lemme « littérature ») de la fin de l’Ancien Régime à la Seconde Guerre mondiale. En présentant des exemples développés dans cette première expérimentation à grande échelle de mesure de l’histoire des idées, on présentera les méthodes de text mining contemporaines en essayant d’éprouver leur pertinence heuristique et de leur capacité à faire remonter des données signifiantes pour l’histoire et la théorie littéraire. On fera l’hypothèse que toute enquête quantitative sérieuse mobilise désormais non une échelle intermédiaire standard et immédiatement lisible, mais le maniement d’outils statistiques dont l’interprétation en sciences humaines pose des problèmes particuliers qui, paradoxalement, ne peuvent être résolus que par leur articulation étroite à du close reading et à des mesures fines. In this essay, I make the case for choosing to examine small subsets of Big Data datasets—making big data small. Big Data allows us to produce summaries of human behavior at a scale never before possible. But in the push to produce these summaries, we risk losing sight of a secondary but equally important advantage of Big Data—the plentiful representation of minorities. Women, minorities and statistical outliers have historically been omitted from the scientific record, with problematic consequences. Big Data affords (...) the opportunity to remedy those omissions. However, to do so, Big Data researchers must choose to examine very small subsets of otherwise large datasets. I encourage researchers to embrace an ethical, empirical and epistemological stance on Big Data that includes minorities and outliers as reference categories, rather than the exceptions to statistical norms. A growing body of research emphasises the role of ‘social determinants of health’ in generating inequalities in health outcomes. How, if at all, should primary care providers respond? In this paper, I want to shed light on this issue by focusing on the role that ‘big data’ might play in allowing primary care providers to respond to the social determinants that affect individual patients’ health. The general idea has been proposed and endorsed by the Institute of Medicine, and the idea (...) has been developed in more detail by Bazemore et al.. In Bazemore et al.’s proposal, patients’ addresses are used to generate information about the patients’ neighbourhood; this information is then included in patients’ health care records and made available to providers. This allows primary care providers to take this information into account when interacting with, and providing care to, patients. I explore three issues arising from this proposal. First, while questions of privacy have been central to discussions about big data, Bazemore et al.’s proposal also allows us to see that there might be costs to not making certain information available. Second, I consider some of the questions arising for primary care from the influence of social factors on health outcomes: given that we know these factors to be significant contributors to social inequalities in health, what precisely should be done about this in the primary care context? Finally, I address problems arising from the use of population level data when dealing with individuals. (shrink)

A poetic, philosophical, and political account of Nietzsche’s importance to Bataille, and of Bataille’s experience in Nazi-occupied France. Georges Bataille wrote On Nietzsche in the final months of the Nazi occupation of France in order to cleanse the German philosopher of the “stain of Nazism.” More than merely a treatise on Nietzsche, the book is as much a work of ethics in which thought is put to the test of experience and experience pushed to its limits. At once personal and (...) political, it was written as an act of war, its publication contingent upon the German retreat. The result is a poetic and philosophical—and occasionally harrowing—record of life during wartime. Following Inner Experience and Guilty, On Nietzsche is the third volume of Bataille’s Summa Atheologica. Haunted by the recognition that “existence cannot be at once autonomous and viable,” herein the author yearns for community from the depths of personal isolation and transforms Nietzsche’s will to power into his own will to chance. This new translation includes Memorandum, a selection of 280 passages from Nietzsche’s works edited and introduced by Bataille. Originally published separately, Bataille planned to include the text in future editions of On Nietzsche. This edition also features the full notes and annotations from the French edition of Bataille’s Oeuvres Complètes, as well as an incisive introductory essay by Stuart Kendall that situates the work historically, biographically, and philosophically. This paper is intended to contribute to the discussion of the differential level of adoption of Big Data among research communities. Recognising the impracticality of conducting an audit across all forms and uses of Big Data, we have restricted our enquiry to one very specific form of Big Data, namely general purpose taxonomies, of which Mosaic, Acorn and Origins are examples, that rely on data from a variety of Big Data feeds. The intention of these taxonomies is to enable the (...) records of consumers and citizens held on Big Data datasets to be coded according to type of residential neighbourhood or ethno-cultural heritage without any use of questionnaires. Based on our respective experience in the academic social sciences, in government and in the design and marketing of these taxonomies, we identify the features of these classifications which appear to render them attractive or problematic to different categories of potential user or researcher depending on how the relationship is conceived. We conclude by identifying seven classifications of user or potential user who, on account of their background, current position and future career expectations, tend to respond in different ways to the opportunity to adopt these generic systems as aids for understanding social processes. Healthcare organizations and workers are under pressure to produce increasingly complete and accurate data for multiple data-intensive endeavors. However, little research has examined the emerging occupations arising to carry out the data work necessary to produce “improved” data sets, or the specific work activities of these emerging data occupations. We describe the work of Clinical Documentation Integrity Specialists, an emerging occupation that focuses on improving clinical documentation to produce more detailed and accurate administrative datasets crucial for evolving data-intensive forms of (...) healthcare accountability, management, and research. Using ethnographic methods, we describe the core of CDIS’ work as a translation practice in which the language, interests, and concerns of clinicians and clinical documentation are translated via real-time “nudging” and ongoing education of clinicians into the language, interests, and concerns of medical coders, structured administrative datasets, and the various stakeholders of these datasets. Further, we show how the institutional context of CDIS’ work shapes the occupational virtues that guide CDIS’ translation practice, including financial reimbursement, quality measures, clinical accuracy, and protecting clinician’s time. Despite the existence of these multiple virtues, financial reimbursement is the most prominent virtue guiding CDIS’ limited attention. Thus, overall clinical documentation is “improved” in specific, partial ways. This research provides one of the first studies of the emergent data work occupations arising in the wake of digitization and big data opportunities, and shows how local data settings shape large scale data in specific ways and thus may influence outcomes of analyses based on such data. This paper is concerned with everyday data practices, considering how people record data produced through self-monitoring. The analysis unpacks the relationships between taking a measure, and making and reviewing records. The paper is based on an interview study with people who monitor their blood pressure and/or body mass index/weight. Animated by discussions of ‘data power’ which are, in part, predicated on the flow and aggregation of data, we aim to extend important work concerning the everyday constitution of digital data. In (...) the paper, we adopt and develop the idea of curation as a theory of attention. We introduce the idea of discerning work to characterise the skilful judgements people make about which readings they record, how readings are presented, and about the records they retain and those they discard. We suggest self-monitoring produces partial data, both in the sense that it embodies these judgements, and also because monitoring might be conducted intermittently. We also extend previous analyses by exploring the broad set of materials, digital and analogue, networked and not networked, involved in record keeping to consider the different ways these contributed to regulating attention to self-monitoring. By paying attention to which data is recorded and the occasions when data is not recorded, as well as the ways data is recorded, the research provides specificity to the different ways in which self-monitoring data may or may not flow or contribute to big data sets. We argue that ultimately our analysis contributes to nuancing our understanding of ‘data power’. (shrink)

Twenty years later, football coach George O'Leary resigned from one of the most (...) coveted jobs in college sports when it was discovered that he had falsified his academic and athletic accomplishments decades earlier. This paper summarizes the two cases - their similarities and differences - and places them in the context of organizational deviance. The case studies provide discussion points, practical advice and instructional material for students in business ethics and management classes. Lessons include the importance of preparing accurate, unvarnished résumés and the morally bankrupt nature of allegedly minor distortions that can later cause huge trouble for the individuals and the institutions involved. En 1944, affirme-t-elle, cet homme faisait partie d’une bande qui a assassiné sa sœur, l’a violée elle-même, et a tenté de violer puis a tué sa fille. Fondé en particulier sur des documents d’archives originaux publiés dans ce même numéro de Clio, cet article retrace les différentes (...) étapes de l’affaire et les récits contradictoires qu’elle met en jeu. Il oppose la figure du héros soviétique Čeponis à sa déconstruction par la plaignante qui le dépeint comme un bandit. Il montre le retournement qui a lieu lors de l’examen de la plainte par le Comité central du parti communiste de Lituanie : non seulement le viol commis contre la plaignante est nié, mais c’est elle qui se retrouve en position d’accusée. Enfin, il retrace comment la tentative de viol de la fille, suivie de son assassinat, est utilisée par le discours lituanien dissident dans les années 1970, dominant aujourd’hui, pour construire une nouvelle figure de martyre. People increasingly form beliefs based on information gained from automatically filtered Internet ‎sources such as search engines. However, the workings of such sources are often opaque, preventing ‎subjects from knowing whether the information provided is biased or incomplete. Users’ reliance on ‎Internet technologies whose modes of operation are concealed from them raises serious concerns about ‎the justificatory status of the beliefs they end up forming. Yet it is unclear how to address these concerns ‎within standard theories of knowledge and justification. (...) To shed light on the problem, we introduce a ‎novel conceptual framework that clarifies the relations between justified belief, epistemic responsibility, ‎action, and the technological resources available to a subject. We argue that justified belief is subject to ‎certain epistemic responsibilities that accompany the subject’s particular decision-taking circumstances, ‎and that one typical responsibility is to ascertain, so far as one can, whether the information upon which ‎the judgment will rest is biased or incomplete. What this responsibility comprises is partly determined by ‎the inquiry-enabling technologies available to the subject. We argue that a subject’s beliefs that are ‎formed based on Internet-filtered information are less justified than they would be if she either knew how ‎filtering worked or relied on additional sources, and that the subject may have the epistemic ‎responsibility to take measures to enhance the justificatory status of such beliefs.‎. We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. My aim in this paper is to give a philosophical analysis of the relationship between contingently available technology and the knowledge that it makes possible. My concern is with what specific subjects can know in practice, given their particular conditions, especially available technology, rather than what can be known “in principle” by a hypothetical entity like Laplace’s Demon. The argument has two parts. In the first, I’ll construct a novel account of epistemic possibility that incorporates two pragmatic conditions: responsibility and (...) practicability. For example, whether subjects can gain knowledge depends in some circumstances on whether they have the capability of gathering relevant evidence. In turn, the possibility of undertaking such investigative activities depends in part on factors like ethical constraints, economical realities, and available technology. In the second part of the paper, I’ll introduce “technological possibility” to analyze the set of actions made possible by available technology. To help motivate the problem and later test my proposal, I’ll focus on a specific historical case, one of the earliest uses of digital electronic computers in a scientific investigation. I conclude that the epistemic possibility of gaining access to scientific knowledge about certain subjects depends (in some cases) on the technological possibility for making responsible investigations. David Chalmers thinks his iPhone exemplifies the extended mind thesis by meeting the criteria ‎that he and Andy Clark established in their well-known 1998 paper. Andy Clark agrees. We take ‎this proposal seriously, evaluating the case of the GPS-enabled smartphone as a potential mind ‎extender. We argue that the “trust and glue” criteria enumerated by Clark and Chalmers are ‎incompatible with both the epistemic responsibilities that accompany everyday activities and the ‎practices of trust that enable users to discharge them. Prospects (...) for revision of the original ‎criteria are dim. We therefore call for a rejection of the trust criterion and a reevaluation of the ‎extended mind thesis.‎. (shrink)

Electrophysiology deals with apparatus applied in a stimulus response situation. This technique is partly concerned with physical problems, partly with biological ones. The failure to appreciate differences in these problems leads to assumptions which require critical examination. Assumptions stating the constancy of objective stimuli, the meaning of inter and intra-individual variation, and the stability of the so-called “resting level” are examined.Some experiments are cited which reveal complications by the apperception of the patient and which have a significant influence on electrophysiological (...) data. In reviewing the Belgian policy towards Zaïre for the last two decades, one is struck by a certain politica! as well as economic withdrawal which has become more obvious since the end of the sixties. In the context of the «Mobutu Plan», the Marshall Plan for Zaïre, or in that of the two Shaba upheavals, Belgium, unlike France with respect to its former colonies, has choosen to align itself with big powers policies and international organizations, and to avoid taking too (...) strong stands in the rather confuse situation which prevails in Zaïre today. Although unanimity does no langer exist among the various Belgian pressures groups about what is tobe done in Zaïre, the official policy of the government is entrenched in a «wait and see» attitude which points to the deepening contradictions within Western states towards Africa in general and Zaïre in particular. " Fort de cette certitude, le philosophe et historien des sciences français Jacques Merleau-Ponty a cherché toute sa vie à donner un sens à l'extraordinaire histoire que nous racontent les astronomes contemporains. Or le visage de l'univers actuel est une véritable énigme pour l'homme moderne : origine inaccessible, histoire chaotique, espace infini, temps relatif, avenir imprévisible... A l'accumulation des connaissances, il fallait répondre par le courage de (...) la pensée. Contemporain de toutes les découvertes cosmologiques du XXe siècle, Jacques Merleau-Ponty a été un des très rares philosophes à y réfléchir pour redonner une place à l'homme dans cet ensemble démesuré. Car si la science cosmologique appartient aux spécialistes, la description du ciel est un bien commun et la pensée du big bang une nouvelle nécessité. Ce livre expose pour la première fois cette pensée qui prend le risque de poser la plus universelle et intime des questions : quel est le sens de l'univers? Depuis Copernic, l'homme n'est décidément plus au centre du cosmos mais il est toujours au coeur de sa signification. (shrink)
